Perhaps there is a different attitude to DPM in the UK.
There has always been loads of military surplus items for sale here, so it is not all that unusual to see people wearing various DPMs or khaki around town. There used to be Navy and Airforce kit too but they are not seen as much now a days.
I still use mess tins when camping, use an ex military Gortex sleeping bag cover, have a '58 pattern water bottle and belt, a DPM waterproof cape, and that is just the tab end of a whole range of items.
A kilt of DPM might be unusual, but more for being a non tartan kilt than anything else.
