Obviously it varies from place to place, but in most of the cases where someone has posted the cost of having a jacket altered, the cost has been between 1/10 and 1/5 the cost of a proper kilt jacket - which to my mind makes it worthwhile. As far as length goes, it should be short enough not to hang past the bottom of the fell.
