The cheapest way to go by far is to find a thrift shop coat and have it cut down. Vests work without mods.
A mod would work, if you were looking for a "blazer" type jacket. But, if he's actually wanting a true Argyll in all it's glory, the tailor/blazer route is certainly not the answer.
