On my semi-trad tartan'd kilt I used webbing and d-ring on the inner flap for ease of sewing attachment and adjustability and a conventional leather fixture on the outer. Since the inner's hidden (unless you're showing someone how you made it or they're checking what ya' wear under your kiltie) I figured it didn't matter much.
