Not necessarily. You can train a dog of any age commands if you know how to do it properly, just in this case it will be in a different language 
. Our local police department trains it's dogs using foreign languages so criminal can‘t call them off.
Wompet-Good luck with the new dog. Giving a shelter dog a new start is a wonderful thing to do!
