Hi Simon,
I would go with either Lochcarron Strome, or Dalgliesh - both superior, heavyweight (15-16 ounce pure new wool) fabric, perfect for the traditional 8 yard kilt - and in your case, 9 yards. The reason being is these two particular mills provide excellent quality tartan that is ideal for kiltmaking. All of my kilts are made by Kinloch-Anderson out of Leith, Scotland, however, there are many other reputable kiltmakers out there to choose from - many of them current members of this forum! I am sure many other XMTS members, to include our resident kiltmakers, will provide additional details.
