Yeah, that's standard practice. Sewing the pleats is different than on a knife pleat, the distance to the first pleat change is too great for a buttonhole and one doesn't usually cutaway the pleats inside the fell either so those are three hurdles to an exterior buckle on the left side. The webbing buckle is Bruce's creation and I'd love to get a look at that myself.
