A couple years ago in the "Kilts in the Media" forum we had a controversial thread that depicted a hip-hop/rap artist wearing a kilt paired with black tights instead of the standard hose. It was certainly not well-received by the rabble... Not that I care -- I rather liked his look but then again, I am a serious advocate for the edginess of fashion. If fashion can't be edgy, it loses its purpose, which is to inspire, change, and re-invent the way we look at clothing.

As for trousers under a kilt, I also do fail to see the point... If it were skinny jeans then maybe... MAYBE you could come up with something that could work in some context. Try it & see if you are so inclined... I've often tried on various combinations of items at home just to see how they might look together. Sometimes it works, sometimes it doesn't.

My biggest concern (aside from the overall look being a bit odd without adding anything that interesting) would be a battle of waistbands. For me it would feel quite odd and probably rather uncomfortable to have a kilt sitting up high on my natural waist, and to have trousers sitting down low, closer to my hips.

On the other hands, leggings or tights would certainly work... BUT because people are so used to seeing women wearing skirts and dresses with this type of legwear, it would appear just too odd to compute unless it were fashion week in New York or Paris and you were at such an event. For everyday wear though, I just can't see it at this juncture of western societal development.
