I agree! Not saying you'll rip him off but I probably wouldn't send a jacket out, he's going out of his way to ensure customer satisfaction. Looks like you chose the right vendor...

Re: I finally gave up on ---
My black barathea and charcoal tweed Argyll/waistcoat sets are from Higgins, and I agree they go above and beyond to accommodate. I ordered the charcoal tweed set with horn buttons, and when the order from Scotland came in with silver buttons on both sets, they went ahead and sent the parts of he order that were correct, got replacement horn buttons to replace the silver on the charcoal tweed set, then overnighted it to me. The charcoal set arrived one day after the rest of the much larger original order. After a week they called me to insure that everything fit and was as expected. All quality goods and all fit perfectly.
Oh, and my jackets were also 52s, except they were XL sleeves, which came at no extra cost. Also as I bought a package I got an additional discount on all items from the catalog prices. And best of all, no customs duties.

I asked, the answer was "no". Now, I can receive the jacket and ship it to them for $17. They will take off the silver buttons and replace them with horn buttons. Then it's $17 to ship it back to me.
That's OK, for $35 I can sew on some buttons.

Yes, they are horn buttons on the CHARCOAL jackets....which I quite liked but ooooffff....expensive.
I ordered a NAVY BLUE jacket.

Re: I finally gave up on ---
One thing I would like to add, is thank you for the "heads up"on this vendor.
I approach purchases with a different mindset than my early days. I have had great service and support from many of the vendors here and other kilt boards. If they deliver good product and service I will pay a few extra dollars to support their cause. On the other hand if someone offers great prices but terrible service and follow through, I won't give them my business. I am sorry for the issues you experienced but grateful that you share the info.
PS Perhaps letting know the organizers of the Games know would be smart as well.
