The Scottish Tartans Authority represents the industry. All the way from the sheep farmer to the shearer, to the woolworker, to the carder and dyer, to the spinner and the weaver, to the kiltmaker or other clothing producer, to finally the retailer or renter.
It does not represent us, the end user or wearer. We have all sorts of government bodies to look after our interests.
In this case it is looking after the interests of the people who rent kilts and accessories. Too often a kilt would be hired and then returned after the renter had consumed so much alcohol that he lost all bladder and bowel control and ended up being sick all over the aprons. The unsuspecting shopworker would open the box and find what used to be a kilt covered in a variety solid material.
Coupled to this is the fact that so many men, who hire a kilt, do not know how to go to the toilet while wearing a kilt.
Putting all these things together, the STA issued the guidelines to all outlets saying that it was no longer cool for the hirer to be running about regimental.
So, you own a kilt and you can do with it what you will. You rent a kilt and you do the decent thing and wear underwear.
After all, we are all going to hope that the stranger who wore the kilt before us was wearing something.

I would really like to think that they were making a professional statement that only applied to hired kilts. But I'm sorry, that's simply not the case. Using terms like "childish" to describe people who wear it regimental is a slap in the face. It was an intentional insult, which was made in a most decidedly unprofessional manner, and applicable to everyone.
Like I said, it was just one man's opinion. As I recall from the previous discussion, this was not any sort of formal announcement from the organization. It was one guy's opinion that has been blown out of proportion by the media in an attempt to make controversy.

Lest it need to be said again, Brian Wilton was not issuing "an official statement on behalf of the Scottish Tartans Authority." Rather he was speaking off-the-cuff answering the questions of a reporter who called him up, no doubt looking for something scandalous to quote in an article.
In this case, Brian was condemning the attitude that one "is not a true Scotsman" unless one is bare beneath one's kilt. He said, quite plainly, that one should wear what one normally wears underneath trousers.
People have all manner of reasons for wearing underwear beneath their kilt, and people also have various reasons not too. I think we get into the realm of silliness to take it any further than that and attempt to decree one way or the other what everyone must always do.
