I encountered a fellow and his wife in a similar tartan, Buchanan. They had matching leathers in the medium brown of the boots you show. Either way, I would go with a very light tan or nude color on the tights-less exclaimation, more transition-black or white would likely take away from the tartan and boots both.

...but if your skirt has straps, and they're black, just act like they're not there. I'm sure your skirt straps will be the last thing anyone is looking at, anyway. Heck, they'll match the heels of the boots.

I didnt even think about the strap on the skirt. You're totally right about that. If the strap is black, the boots should probably be black. Would it be a fashion no-no to wear the shirt untucked? I was thinking of buying a white or black cashmere sweater of sorts to tuck into the higher waist of the skirt.

Well, if it is flared, probably not an untucked issue. Narrow...might look frumpy. Would match the stockings/tights with the sweater-mind you don't mismatch cable with stripes!

The straps are irrelevant. The colours of the kilt will dictate the other attributes. I would go with brown boots, flesh tights and a brown leather shoulder strap saddle bag.
Tip: Print the tartan patch pic flanked by the black and brown boot pics onto paper and see how the boots work.

Emphatically *Yes*. Tucked in is good. Outside, belted is also good.

Both boots go well (and both are fab!!). Black is dressier, but can EASILY be dressed down depending on your top/ jacket. Like black boots, denim jacket, scarf= casual.
I'd do black tights with those.
For the brown, I'd do grey cable knit/ sweater knit tights (at Target for around $5) or grey knee high socks scrunched down a bit.
Not a tartan skirt, but the spirit of the outfit is similar.

I wouldn't worry about matching the leather colors of your buckles to your shoes. It's more important that the styles work together than the colors. Black buckles and brown buckles are neutrals.
I'd encourage against nude/ tan, which is more "office" appropriate in a very corporate setting.
