Your aside is actually quite apropos. The blogger in question is wearing tights under his kilt, not pants. He also lives in Winnipeg, Manitoba, which has a well earned nickname of "Winterpeg." As I write this, it is 1°F/-17°C over there.
The runway stuff with models wearing full pants under their kilts still looks redundant to me 
I can, however, understand the desire for an extra layer under one's kilt in the winter. I myself wear "kilt johns" (long johns cut off just above the knee) and have been known to roll my kilt hose up over my knees when walking around for any length of time in the Canadian winter.
Maybe someday I will own a 9 yard, 20oz kilt with 2" thick, hand knit hose. Until then, wearing something under my kilt in the cold is a good idea, though I prefer the traditional profile of a tartan kilt with hose and cleverly hidden kilt johns.
The tights under a kilt look still jars my eye a bit, but I've seen enough of it lately, between Highland athletes and fashionistas alike, that I'm starting to get used to it...
