It was mentioned in one of last years threads that if the school receives federal funding, they can not discriminate against ethnic clothing. However, best to clear the way prior to prom night than be turned away at the door.

The White House is not the President, thus not the Commander in Chief. The White House Staff and Department of Defense are both part of the Executive Branch. While there are military personnel assigned to the White House Staff, the White Staff is not in the DOD's chain of command to the President.

Well, unless you are attending the prom at the White House, I'm not sure that what is appropriate at the White House has any bearing at all on your situation.
If the school guidelines for the event says "males wear trousers" then wear trousers. What's the big deal, have you not worn trousers before? If it says "trousers or other male garments worn at the equivalent of black tie", then you have some room for self expression.
If others are allowed to wear some version of their ethnic clothing of choice, and you aren't, then that's a different issue as well.
However, it seems to me, that the hosts have the right to set the level and style of dress. It also seems to me, that in this case, that the school is host.
I hope you go and have fun, regardless of what you are wearing.
