Pointing out that someone looks ridiculous isn't the same as being intolerant of it. Anyhow, "sagging" is a result of prison culture, stemming from issued clothes that don't fit right, paired with the fact they don't give those folks belts. The kilt represents hundreds of years of tradition. So there's the answer to the original question, who acts like this. As was said earlier, consider the source, and move on. It's not worth the effort.
