I just slip my sporran strap/chain over the leather strap/waistline buckles on either side of the kilt, to bear the vertical load. The leather waist straps/buckles are far stronger than small cloth belt-loops for supporting such a load, and they keep the sporran strap/chain from riding too low on the front of the kilt.

If the cloth straps in the photo are intended as "belt loops", I would think they are either 2 inches too low for that purpose (based on the height of the belt in the photo), or the kilt is being worn much too low, or the belt is being worn much too high. ::confused::
