The problem might be easily solved! Just raise the whole caboodle up two inches. Without getting too technical, it is not unusual for the top of the kilt to be one,two,three, four and a tad inches above the belly button. It might look and feel rather strange if you are used to modern trouser height, but actually for a kilt it is fine to wear it with the top above the belly button. Try it?
