As for sewing the bottom of the bag, the pix I've seen of "real" hair sporrans show the hair mounted to a flat backing, and any bag/pocket is sewn to the backing. That lets the hair hang down freely at bottom without being involved in any seam.
If I understand your issue, I'd suggest carefully trimming/shaving away about 1/4 to 3/8 of the hair from the edge of the hide to create a seam allowance. You should be able to sew along the edge of that "bald" section so that the bare leather bends upward but from there the hair can hang down straight. Hard to describe but I hope that helps.
