    I'm with Michael and David, I assume it's some sort of marching band uniform, and not necessarily bag pipe related at all.

    My guess is that it belonged to Sgt. Pepper's Lonely Hearts Club Pipe Band.

    Early motion picture visual effects sometimes called for odd or jarring colors that showed up entirely differently on the screen. Do you suppose this might have been a costume?

    Blue and lavender doesnt bring any school colors to mind here.
    Maybe "the artest formerly known as Prince" wore it. Purple was his thing?
