First, make sure you are working from the latest version of the manual! The first version had an error in that part of the process. If your version includes the Reverse Kinguisse supplement, then it is the latest version.
Here's a photo, hope it helps. Note that (in this orientation) the backing material is only sewn to the kilt along the top and right-hand sides. Bottom and left-hand side are not attached to anything -- the stitching you see is just to keep the raw edge of fabric from fraying.
