You'll note that while it is not pleated to the stripe or sett, there is a regular pattern in the pleating. The kiltmaker has essentially created a pattern to pleat to. This is just what Bob Martin says should be done in a kilt with an incredibly large tartan such as this, in his All About Your Kilt.
