Not knowing your experience with weaving let me start by telling you about a great book to get you started with the weaving experience. Learning To Weave by Deborah Chandler.

This is an easy to read and comprehend book that is for beginners to experienced. It is geared to the use of the 4 heddle loom be it a table loom or a full size floor model. She walks you through the whole process of yarn choice to the finished product. I have a Leclerc Dorthy table loom and a Leclerc Nilus floor loom and have used this book for setting up both. You learn to weave everything from a straight basket weave to twill weave (which is what kilt fabric is woven). Regardless of what you plan to make this book is a must have learning and reference tool. As far as yarn is concerned I have yet to find a wholesale outlet for larger quantities. I eventually want to weave tartan cloth but know it will cost a bundle if I dont find an outlet. There is the Yarn Barn in Lawrence Kansas.

They have lots of yarn, even 22/2 yarn I would consider using on tartan fabric. They also carry loads of weaving equipment. Camilla Vally Farm has quite a bit of equipment and things too for when you start getting different reeds.
