    That is the Commanding Officer, and I suspect the Honourary Colonel wearing the Levee sporrans. The Pipe Major also has a Levee sporran.

    As to why, perhaps, regimental quirk.

    Thanks Glen, like to see quirks like that. In another thread re kilts in WW2, mention was made of quirks by some of the British officers, and people think the that in the armed forces things were always so staid, regimental and proper
