The kilt measurement says "when doubled", which might be misleading as a kilt is worn, essentially, folded into thirds with the front aprons overlapping.
I'm betting, based on the jacket measurement, that the kilt waist would be something in the ballpark of a 37-38.
Still, quite pricey for used items, though the tartan does appear to be Chattan modern, which is, as far as I know, only available as a custom weave these days.
