The Baltimore Area Council Venturing Officer's Association (VOA) is planning a Highland Games themed Rendezvous in October as well. I was talking with one of them, she said when they want pipers for an event, they ask the Naval Academy pipe band (they're in Annapolis). I think the St Andrew's Society in DC has a band as well.

On a side note, we moved to Longhorn Council from Alamo Area Council when I was in high school. I even worked at Sid Richardson for a couple of summers.
