If Sherri and I were in the area, we'd be there pitching in as we did when our friends in the Mojave Desert got flooded.
We helped build some berms(sp?) using old tires, lots of rocks and earth to divert the next flood away from the house to a drainage ditch behind their property.
You might be able to devise something similar to keep the water out of the garage. A couple of rows of bricks and a sheet of tarp might be enough to divert the bulk of the flow without doing a major landscaping job.
