I think a waistcoat could be worn without a tie and still look sharp indeed, but I think context is key in that situation. If the environment is more relaxed, then go for it! It has been in my experience that if you look confident and project the appearance of "This is what I'm supposed to be wearing/doing," then you can get away with almost anything.

I was very fortunate to find a great Harris Tweed sport coat in my size at a local Goodwill store for 10 bucks. Victoria McKenzie (VMac on XMarks) tailored it into a kilt jacket for me, as she does for many, and then for a waistcoat I bought a dark charcoal one from USA Kilts. I think they work well together.

You could also pair your tweed jacket with a lightweight wool or cotton cardigan, sweater vest, or v-neck sweater. I don't have a matching waistcoat for any of my vintage tweed kilt jackets so I've always gone this route, with a shirt and tie under the sweater.

Yesterday I paired my tweed jacket with a blue cotton turtleneck and short waisted zip neck red wool sweater with my Black Watch kilt, black hose and sporran, red flashes, and buckled black loafers to hang out at the St. Andrew's Society building in downtown Albany and watch the annual Veteran's Day parade. The red sweater works well because it's short enough to not be seen from the back under the jacket, covers where I would wear a kilt belt, and comes just to the top of my sporran.
Thursday evening I will kilt up in a bit dressier mode for a meeting of St. Andrew's Society.

Due to our warm Southern California weather, a nice Harris Tweed waistcoat allows me to look a bit dressier than shirtsleeves when it's too warm for a jacket.
Normally I do piping gigs in a jacket no matter how hot it is (including 100+ degrees out in the blazing sun) but if the event is a bit less formal than a funeral or wedding I might wear a waistcoat sans jacket.
I recently picked up cheaply on Ebay a lovely Harris Tweed waistcoat in perfect condition that fits perfectly. It's already been out on gigs!

Quite glad I went with the tweed waistcoat in forest green. Went to a whisky tasting charity event last night and this is how I turned out.

We just finished a production and I was chatting with one of our costume crew about converting a jacket. She wasn't keen on that but, when I mentioned vests, she was really willing. I now have the pleasurable task of hunting for the right fabric. She seemed willing to make four vests, so I will look for tweeds in different colours and fabrics and probably some corduroy to get another colour option that may not be available on tweed. I love wearing vests, especially as my wife's wedding gift to me 47 years ago was a beautiful pocket watch and I just bought a really nice chain in an antique store to go with it!
