I do have a kilt jacket, but I am more often seen wearing an ordinary tweed jacket or some other sports jacket. The Jackets are a little long and they do come down to just below the fell line on the kilt. Not ideal to show off the kilt, but they work and don't look out of place.
If you like the look then by all means go for it.
Concering your references to the past and indeed in current times, insufficient financial resources has always been a factor in deciding what one wears.
