Slightly tricky one, this! You do not say whether you want a tartan kilt, or just "a kilt". The heaviest tartan I have come across, used for Military kilts, was 19ozs, but I dare say you might be able to track down a heavier twill fabric, though it may not be in wool (or tartan!).
For practical reasons, I have never tried to locate a kilt fabric for myself that was heavier than 16ozs, so I regret I am unable to point you in any positive direction for a 20ozs plus.
Possibly the longer established, traditional kiltmakers who have made for the military in the past, might be able to assist. However, there cannot be much demand for such a weight in civilian circles nowadays, and the fabric might have to be especially woven for you ....... pricey!!
