Yes, I think you'll find that 16oz is pretty much standard for men's kilts from the traditional Scottish kiltmakers thesedays. Obviously, other weights are available, but you might not find the tartan you really want as all are not produced in all the regular weights.
It looks like a second-hand kilt from Ebay could be your best route to take - but look out for Military or Ex-Military kilts, not civilian ones.
