The hooves are far too dainty for it to be a heavy breed - the feathering around the hoof is seen on some types of English pony. The fine head and ears show that there is Arab in the mix, but I know little of breeds, and less about the names of them.
Most of the ponies I've ridden could have been depicted on a cave wall without looking out of place.
That type of bitless bridle is something I've not seen in use around here - but the local riders tend to be rather more conservative in their tack and dress...
