Having had a similar alteration done, I would say definitely go to a kiltmaker, s/he will know how the kilt is constructed and how to keep the front apron symmetric.

As Steve says, you can make small adjustments by moving the straps or buckles but if you need to reduce by more than an inch or two, the front apron will wrap round too far.
