    They were sewn on. Here's a picture of the ties on a kilt c1815. Note that the ribbons on the apron could also be tied.



    And here's the inside view of one of the apron ties from a c1819 kilt.



    This latter nicely shows the hand stitching. This ribbon could easily be unpicked and replaced if it wore/broke.
