So you are likely to be in the realm of a special weave price anyway.
I was also surprised to discover that there is also no linkage in thread colours between Scotweb and Dalgleish - so no way of confirming exact colours of a weave or requesting them from Scotweb, or so it seems.
I'm afraid that Rocky's $80 per metre price seems perfectly reasonable to me, even in the UK without the shipping costs.
They list specific prices for kilts in each tartan. No, they may not literally be in stock, but if they don't sell it for the price advertised that would be a violation of the UK Trade Descriptions Act that would be actionable. Of course, weaving the cloth may represent a significant delay, but not extra cost, not legally.
Dalgleish weave very small runs, so it would be possible to get cloth just for one kilt, and Scotweb seem to sell the kilt for not much more than the price of the cloth, as long as it is from Dalgleish. Obscure tartans that they list are not much cheaper than a custom weave anyway. Don't forget the price range I gave is for 4 yd wool kilts, not 8 yd.
ETA: They list Alabama for 358.66. Pounds, not dollars. Of course, that's the cheapest version, 4yd in 'weaver's colours'. Callaghan is the same price.
