To me, it looks like the fabric covering the seat was added subsequently; it appears inexpertly pinned to the chair; not really "upholstered" in a professional sense.
It also looks like a different sett, or at least a different size of sett. It's certainly not the same fabric as the back. You wouldn't be able to line them up.
