Inner apron cants and "peeks."

Ok, if I'm seeing right you seem to have two problems here.

In your first photo it appears that you have what are called "Apron tips". These are the small parts of the deep and reverse pleats that will stick down below the aprons if not folded up.

If this is right then I suspect that you have a less expensive, kilt. Or somebody missed this important detail when making your kilt. Our own Barb T did an article on these apron tips and how to correct them.

In your second photo it does appear that this kilt is too small for you now. If the kilt were sized perfectly the outer apron would overlap the under apron perfectly.
There are two factors of the sizing that must be met. First is the waist size. Second is the hip size. If either of these is too small it will make the apron hang open, but in two different ways.
If the waist is right but the hip too small the pleats will not hang straight down and the under apron will show.
If the hips are ok but the waist only is too small the back of the kilt will develop shower curtain folds.

If both are too small the aprons and pleats may hang correctly but the under apron will show evenly from waist to hem. For the first inch or so the under apron will just look like another pleat and some guys can live with that. Any more than an inch and it becomes pretty plain that the kilt is too small.

If I am seeing your second photo right this kilt is almost 4 inches too small. That is usually more than re-building can fix. I'm not saying it can't be done just that the cost of a total re-build to widen each pleat incrementally would usually be more than buying another kilt that fits correctly.
