The first one is IN FACT a skirt. With no apron, and (apparently) no opening, it is pleated throughout. COULD it be altered to have an apron? Yup.
The second one looks a little more like a kilt, but will also need some altering to create some taper. It may be as easy as sewing the hips. Since it used to be a ladies' skirt (the apron was changed from left to right) you'll also need to check on the direction of the pleats. They may go the wrong way. Could it be altered into a man's kilt? Yup... with a complete take-apart and re-sew. Basically, you would be buying the material.
Pray someone else outbids you. Save your money for more. You can let us know of impending auctions, and we'll be MORE than happy to throw advise and opinions.
