For around $50 what appears to be a Scottish-made sporran, also an Evening Dress waistbelt.
The fur appears to be seal, hard to tell sometimes from photos. (In person seal has a glossy look that bovine and pony lack.)

The belt-tab shows the damage that can occur when you wear a chain strap without the little D-ring adapter thing.
