    He's Pipe Sergeant of the Scots Guards.

    I don't know how many Battalions of the Scots Guards had been raised at that point, presumably each Battalion would have a pipes & drums band.

    It's an interesting photo, showing the old 1908 Service Dress tunic, Full Dress sporran, and diced hosetops worn with khaki puttees.

    Here's a recent photo of a Scots Guards pipes & drums. You can see that same kilt pin and sporran (however the Pipe Major, at right, has a more ornate sporran)
