There is (was?) a large Irish/Scottish population in the city for decades. Many settled in the Sunset and Richmond districts and the number of Irish pubs in those neighborhoods bears that out. I really miss those SF St Paddy's day pub crawls. We would always finish up at the Little Shamrock and I would walk a few blocks to catch the N train home. Very convienient. Anyway... I would think that a local kilt hire business would do well in the city.

When I purchased a kilt in 2016 there were three staff present. All 3 were kilted. There were two in evidence last week. One older and quite heavy, the other quite young and thin. Neither were kilted.
I just peeked at their website, which doesn't look much different from what I remember from previous browsing. However, it says nothing about a hire business, and when I asked about swatches from House of Edgar's "Genesis" collection, nothing suggested they had a clue what I was referring to.
