Although I am experiencing the same weather as Lee, I must admit that I am not as brave and pick and choose the winter days I will wear a kilt outside.
Lee,
Welcome to another kilt wearer from Ottawa. I'm a little slow on the uptake as I just noticed your location.

Hi, Casey, et al.
Kilted today in Ottawa. A bit brisk this morning - reportedly -18 C. But going up to plus 5, with snow and freezing rain. Should be a good test of various weather conditions.

I love winter, more that ever I embrace the winter chill, I hold out my arms and thank God that I have eight yards of wool around my buttocks, unlike the poor, deprived men of this world who only have one layer of thin trouser cloth between thier backside and the cruel wind.

Besides the parking lot, I walk to all my classes from work and back, so that can be a few miles every day. It's a good size campus, and there are few places I can park, so I walk. But in the kilt with a good pair of kilt hose, I only get chilly when there's a good wind.
