The twill weave that's used for kilts gives the fabric a bit more "shapeability" - plain weave fabric doesn't skew particularly well in comparison to twill because the "over one-under one" weave is more rigid than the "over two-under two" weave of a twill. So, twill is better for making kilts. But, at under $10 a yard, it might make a good fabric for a first try if you were going to make a kilt yourself.
