Fairly often actually. Besides kilt nights (haven't been in awhile), there is a guy near me that is a full time kilter. I have seen a few Utilikilts from time to time, as well as a ton of traditionals. Of course when I lived beside the wedding hall, I saw a heck of alot more.

I've only seen one casually kilted fellow here in the two years I've been wearing kilts. He was standing at a bus stop downtown during rush hour. Haven't seen him since, though.

I've seen three kilts aside from my own in Columbus that weren't on pipers, and two don't really count based on the setting they were in.
The first was a gentleman wearing a camo Utilikilt at a Columbus Crew game. I complimented him on it and he said thanks (I didn't have one at the time).
The other two were at a pre-St. Patrick's Day party at Fado Irish Pub - it was the St. Baldrick's head-shaving party. One was an olive drab Utilikilt and one was a Stewart Royal tartan with the full regalia - Glengarry, Prince Charlie jacket, and the works. I was there in my khaki Utilikilt at the time, so there were three of us total. But those are the two I don't count, since it was a St. Pat's type thing.

Kilt sightings
Here in Baltimore I have sighted kilts only on two separate days. Once in an art museum and saw several at a local Pride event. Not alot of guys thinkng outside of the box around here. I wear mine when I am not at work. I have to wear a uniform there so no chance of changing that dress code. I am trying to convince others to go ahead and take the plunge.

Always at the festivals and fairs of various sorts. I was at a mall about a week ago and spotted a gent kilted. Have seen them at the grocery store and even at my local coffee shop, let alone on public transportation.
Most are Utilikilts, but a good number of tartans.
Yes I have talked to them about this lively bunch, but alas, I cannot get them to post.

I know there are a bunch of people in the Portland/Vancouver area that own kilts but rarely wear them. People keep telling me about seeing a couple of other guys wearing kilts in my small town but I never see them. Then again, numerically speaking, the odds aren't really that great of just randomly crossing paths with another of our small minority.

Once another guy in a kilt came into the bar where I work wearing an Amerikilt.
I've seen a few out and about - both traditional and UtiliKilts.
I'm surprised as many people know about UK as do: I get asked all the time at work, "Is that a UtiliKilt?" (I only wear my khaki UK at work, as the dress code is khaki.) But as many people as ask the question, I don't see many around town.

Other than me...I've only seen one other guy wearing a kilt (other than for a special purpose like a wedding, festival, games, etc.) around the Portland, OR area. He was in an urban camo UK and wearing black/white checkered Keds. I hated the look but had to appreciate the moxy.
I wore my Scots American tartan tank out and about in Bend, OR one evening. I had several folks ask me if there was a Scottish festival going on becasue I was the 4th guy they'd seen in a kilt that night. I didn't see the other 3 gents, but apparently there were several other kilted hitting the pubs like me.
