Wait until he is walking. We put my son in his first kilt after he had been walking for about 6 months. He wore that until about a month ago. Originally we bought a bigger size (I have yet to find any kid's clothes that fit the size on the label) and was lucky enough that it fit him well until recently. IHe is 4 now and will need a new kilt as he has sprouted recently.
