I guess it all depends one where one wears one's pants. I wear the Breacan lower than the traditional kilts I own, however, that does not mean below the hips. I wear it basically at the navel as opposed to a couple of inches above the navel as with the traditional kilts. It is designed/cut such that it does not feel strange, nor does it look bad when worn lower than the traditional kilt. The inner-apron is held in place with Velcro on the left, and there is a vestigial buckle on the outside left for appearance sake. There are 2 straps on the right. One to adjust the fit at the waist line and the other to adjust the fit at the hips.
