it's ideosyncratic. some people are longer in the legs and shorter through the torso. others have shorter legs and longer though the torso. i too need a 24" drop on my kilts, but i'm 6'3". my inseam is only 32". while a friend of mine is 5'11" with an inseam of 34" (i know this becasue we had a similar discussion about bicycle frame sizes). so my legs are relatively short for a person of my height, but my torso is relatively long for someone of my height. sounds like your legs are relatively long compared to your torso for your height. just a working theory though...
