I'm lucky in that the 24 inch standard length hits me right at mid-knee. I'm 6'0". That's with me wearing it high on the waist. They are designed to be worn high on the waist. Trechnically I could have it hemmed up a inch and have it hit at the top of the knee, but I like the waist height, mid-knee fit it gives me as shipped.
Length seems to be a matter of personal choice. Mathew Newsome's article at the Scottish Tartans Museum debcribes "acceptable length to be anywhere from mid-knee to an inch or so above the knee." A casual kilt worn lower on the waist could be considerably shorter than a traditional kilt worn high on the waist, yet both kilts could actually hit you at the same place on the knee. That's my interpretation. Other's may see it differently.
