It does look similar to the Anderson tartan, as Cavescout said. I did a check on Anderson tartans at The Scottish Tartans Authority, but can't quite match the colors with any of the Anderson variations - could be my monitor though.
If Matt Newsome sees your post he may recognize it immediately. I take it that this is wool? About all I can contribute is that if it's a tight weave, and at least 10 oz per square yard, it would probaby make a good kilt.
Also, maybe one of our women members that make kilts can offer some good advice.
