As far as sock length, I remember some advice Hamish gave (and I'm paraphrasing here) - high socks (calf length) look more appropriate with low shoes, while boots tend to look better with lower socks
As anyone who has spent time with women getting dressed & listened to thier usual complaint of "I have nothing to wear" can attest, the belt, bag/sporran & shoes should always match in color & fabric.
High Socks to me work best in dressier occasions which likely means low shoes - low socks are more casual (hence appropriate with boots)
