The Black Watch is such a dark tartan that the black will make it even darker. As it has also been pointed out here before, too much dark colour below and it may make the person look bottom heavy. You could also go for Stone or Oatmeal coloured hose.
For shoes, find yourself a nice pair of Oxfords ( http://image.sears.ca/icat/63/03/673...l=230&cvt=jpeg ) or just some nice black dress shoes. Whenever I hear loafers, I always think of those ugly *** penny loafers with the tassles on them that, when worn with white socks, add to the rumour that men can't dress well.
Another possibility would be a lovat green/olive coloured hose, since that is what the Black Watch wears for No. 2 dress (rougly equivalent to civilian day wear).
btw, I should take this opportunity to point out that the name of the regiment is The Black Watch (two words) -- I frequently see "Blackwatch", which is not correct.
