Remember, boys' kilts come with hems in them, so you can let them out as the lads grow. My 9yo has had his kilt for almost 3 years now, & there's still plenty of growth room in it, both in the waist & the length.
I cannot help you with makers though, as I won his from a Scottish seller on Ebay. It was Providence, really, that I got it & a jacket for less than 90USD, and in the very tartan I wanted.
I would not mind ordering him a trad kilt from a maker though, considering how many years wear he is getting out of this one.
